The Ontario Environmental Assessment Act R.S.O. 1990 (EA Act) was created to provide for the protection, conservation and wise management of Ontario's environment. It defines the environment as the natural ecosystem and the social, economic and cultural conditions. The overall objective of the Act is to ensure that the environmental impacts that may result from a project are minimized and appropriate mitigation is carried out. The EA Act ensures good planning, public participation and information sharing.

Clipsham Limited project teams are experienced in producing Municipal Class Environmental Assessments (Class EA's). A Class EA sets out a planning and design process for a "class" of projects and must be carried out for a project to be approved under the Environmental Assessment Act. The Municipal Engineers Association (MEA) originally developed Class EAs for the approval of municipal infrastructure projects, roads, water and wastewater projects, and approval was received on April 9, 1987. These documents were revised in 1993, and recently renewed and defined under one (1) 'parent' document on October 4, 2000. The Class EA provides a specific approval process for specific classes of projects while still achieving its purpose by incorporating environmental considerations and requirements into the municipality's ongoing project planning. The Class EA adopts five features that are key to successful planning under the requirements of the EA Act. These features are:

  1. Consultation with affected parties: Identify problem or opportunity.
  2. Consideration of reasonable alternatives: Identify Alternative Solutions to the problem
  3. Consideration of all aspects of the environment: Consultation with affected parties - identify problem or opportunity: Design concepts for the preferred solution to mitigate identified impacts
  4. Systematic evaluation of net environmental effects: Preparation of the Environmental Study Report with clear complete documentation
  5. Provision of clear complete documentation: Implementation of the project with contract document preparation and construction.
